Design & Establishment of a centralised Portfolio Management Office

State Government Queensland 2022

Following development of a new Strategy and 10 year action plan, the organisation recognised the need for the establishment of a centralised strategic oversight process governing a portfolio of initiatives collectively delivering on the strategy.

Situation

Bright People partnered in the design and implementation of a newly formed Portfolio Management Office; a service oriented analysis and insight function working in consultation with agencies to support program and portfolio decision making.

Solution

Bright People were engaged to define the complete organisation design and accompanying Portfolio framework and toolkit in preparation for establishment. Elements designed included definition of the functions direction, design principles, formal structures (now and into the future), job design, process definition, data and information management, portfolio assessment and reporting tools, decision making authorities and team establishment and engagement elements. In addition, a 12month+ change plan complemented with supporting key messages and communications artefacts was developed to support launch and embedding of the design.

Outcome

The design is expected to:
- Support the maximisation of project performance and assure investment value, through the diligent application of decision making, oversight, and early intervention disciplines from the point of idea generation to project delivery and embedding, at both the individual initiative and the collective strategic portfolio level.
- Establish proactive information management to avoid ‘surprises’ for Executive owners of the Strategy
- Strengthen strategic alignment of goals to initiative outcomes
- Reduce siloed thinking by identifying and leveraging cross-initiative contingencies, risks, opportunities and learnings
- Create an exemplar capability for program and portfolio management within the organisation.
